<br />, <br /> <br />MEMORANDUM <br /> <br />To: <br />From: <br />Date: <br /> <br />P.F. 2726 School District Property - Owasso Hills Development. <br />Dennis Welsch, Community Development Director <br />June 8, 1999 <br /> <br />Re: <br /> <br />Approval of Substitute Driveway (minor PUD change) for Lot 9, Block 7, <br />Owasso Hills. <br /> <br />The Community Development Director, after review with the Development Review Committee, <br />has the authority to make minor changes in site plans and planned unit developments. <br /> <br />The Community Development Director has been presented with a request to substitute a non- <br />conforming driveway access with one that affords the lot greater utilization ofthe walkout design <br />and one that provides a reduced impact to Owasso Hills Drive. <br /> <br />The subject property is located at 554 Owasso Hills Drive, legally described as Lot 9. Block 7, <br />Owasso Hills. The parcel is located at the intersection of Owasso Hills Drive and Hills Court <br />South and is generally shaped like a slice of pie. The Owasso Hills developments utilize Owasso <br />Hills Drive as its main transportation route. Hills Court South is a cul-de-sac with 13 properties <br />and limited vehicular movements. <br /> <br />In review of the request, the Community Development Director has found the following: <br /> <br />. The subject lot is located on a corner, bounded by Owasso Hills Drive and Hills Court <br />South. <br />. The subject parcel, Lot 9, Block 7, Owasso Hills, is a uniquely shaped lot. <br />. The proposal will remove access from Owasso Hills Drive and provide access off of the <br />less traveled Hills Court South. <br />. Construction of the existing access was completed in error at the time of the Owasso <br />Hills development. <br />. Given the walkout style lot, shifting the driveway access to the west side of the lot could <br />potentially increase the slope of the driveway to a level close to the City's 10% maximum. <br />. The driveway will be limited to a 14 foot width along the Hills Court South property line <br />(within City Right-o.fway) and be located five feet north of the southern property line. <br />. Thefivefoot side yard setbackfor driveways and the utility & drainage easement will be <br />maintained. <br /> <br />Based on these facts and findings, the Community Development Director is in general agreement <br />with the driveway access location being relocated from Owasso Hills Drive to Hills Court South, <br />subject to removal of the existing curb cut and replacement per city standards and inclusion of <br />the 14 foot substitute driveway in the location shown on the lot survey. <br />
