Welsch, Community Development Director <br /> <br />RE: <br /> <br />School District Housing Project and RFP Process <br /> <br />Our staff has reviewed the initial RFP infonnatioll prepared by DSU for the school <br />district and we attended the first infonnation meeting with the developers on <br />November 30tl1. Here are our comments regarding the process and the city role in <br />this project. <br /> <br />1) Developers have expressed only luke wann interest in this project. I assume <br />this is because there are so many variables yet to be tied down. As examples <br />1'1] list some of these: <br /> <br />a) The minimum asking price has not been established for the land even <br />though John Thein remarked that $3.5 miHion is what they expect. <br /> <br />b) The amount of land either in or out of the project is unclear because <br />of the mixed public/private ownership. Developers do not <br />know whether they are competing for 76 acres or for 93 acres as <br />specified in Concept B-2. <br /> <br />. <br /> <br />c) The Concept Plan canies with it a type of neighborhood endorsement, <br />which also infers that the city would find this easier to <br />approve. As you know, the Planning Commission members have made <br />some comments about how this site should be a "leader... at the fore <br />front of what housing will be like for the next century It. Conversely, <br />this concept may have to be altered by the developers to meet their <br />cost constraints - they may have to add density to get enough units <br />and revenue to make the project cash flow. (We have received some <br />informal comments to that effect from developers.) Assuming Mr. <br />Graul does not particpate, the location of the townhouse area would <br />
