<br />would be added to the intersection (19 accessing Rice Street from South Owasso <br />Boulevard) . <br /> <br />In all likelihood, as traffic volumes continue to increase at this intersection, <br />Mn/DOT will install a traffic signal system. Until that time, the intersection <br />traffic controls should remain as is. <br /> <br />4.0 Swnmary <br /> <br />The proposed development of the Lake Owasso Property as specified herein will <br />definitely have an impact on the traffic operations of the local roadway network. <br />Volume increases on Dale Street, Western Avenue and South Owasso Boulevard <br />appear to be significant (estimated to be greater than 400 vehicles per day and <br />more than 40 vehicles during the peak hour). <br /> <br />However, in nearly all cases, intersections currently operate at well below <br />capacity, and roadways have been built to accommodate additional volumes such <br />as these. At intersections (such as at South Owasso Boulevard/Rice Street) where <br />capacity is nearly reached, the addition of the development traffic to the <br />intersection would not significantly decrease the operation of the intersection. In <br />most cases, increases in traffic, on the average, would amount to only 1-3 <br />additional vehicles per minute on any given roadway. <br /> <br />Traffic controls at existing intersections appear adequate and would not have to <br />be revised or upgraded due to the increased traffic volumes. The new <br />intersections of Dale Street with the new roads (at and north of Terrace Drive), <br />and of Western Avenue with the new road (north of Maple Lane Court) can be <br />controlled adequately by installing stop signs for the new roadways only.
