<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 02-27-95 <br /> <br />ITEM NO.: G-7 <br /> <br />Department Approval: <br />tv\f/Dfw <br /> <br />Item Description: <br /> <br />Hearing <br /> <br />Independent School District #623 request for concept approval of a <br />planned unit development consisting of 60 townhomes and 79 single family <br />lots, a rezoning from R-l to residential Planned Unit Development (PUD), <br />and preliminary and final plat approval on land generally bounded by Dale <br />on the west and S. Owasso Blvd, to the north and Western Avenue to the <br />east. Independent School District #623 also requests a change in the <br />Comprehensive Plan map relocation of the medium density residential uses <br />and public park uses. <br /> <br />Manager Reviewed: <br /> <br />~cQ <br /> <br />Agenda Section: <br /> <br />Background <br /> <br />1. For some time now, Independent School District #623 has been working with the City of <br />Roseville, the surrounding neighborhood and the community at large in the planning for <br />development of the 77.5 acres the district owns in the southeast quadrant of Dale Street <br />and Owasso Boulevard South. The land was originally purchased by the School District <br />as a site for a third high schooL With changes in the community and more efficient use of <br />school facilities, the need for an additional high school on this site was eliminated making <br />this surplus land for the district. As a part of a recent school bond referendum, the sale of <br />this property was proposed as a method to fund other school improvement projects. <br /> <br />2, During the initial planning for this property, the City was interested in a coordinated <br />development scheme that would include adjacent vacant parcels. This study area included <br />95 +/- acres. After the initial planning stage, the concept plan that was presented to the <br />neighborhood and community, included approximately 95 townhomes and 111 single <br />family lots. That plan was presented at numerous meetings with City officials, the <br />surrounding neighborhoods, and the City. Since that time, the school district has been <br />working on the best strategy for the actual development of the property. As was indicated <br />at the sketch plan review in January, the district has decided to act as the developer of <br />their property ~ delivering prepared single family and townhouse lots to a selected group <br />of builders. John Shardlow represents the developer. The adjacent property to the north <br />is proposed to be developed in a coordi!lated manner with the school district design but by <br />a separate developer with a separate application. This development proposes 38 <br />townhome units and 2 single family lots. When added to the School District proposal, the <br />area includes 81 single family lots and 98 townhome units. <br />
