<br />MEMORANDUM <br /> <br />Community Development Dept. <br /> <br />490-2236 <br /> <br />Date : <br />To: <br /> <br />October 15, 1996 <br /> <br />Design Review Committee <br /> <br />From: <br /> <br />Mike Falk <br /> <br />Subject: <br /> <br />Minor amendment to the Planned Unit Development (PUD) - Side yard <br />setback for Lots 1 through 8, Block 2, Owasso Hills. <br /> <br />j3ackgrou nd: <br /> <br />When the original Owasso Hills PUD was designed, Lots 1 through 8, Block 2 were <br />configured to be long (_') and narrow ( ') because they backed down to the power <br />line and gas line easements along Owasso Boulevard. As the development is being <br />built out, the standard for large (3,000 square feet or more) houses has been <br />established. In the case of these eigh110ts, this size house will be difficult to build with <br />the requirement of 20 foot separation between buildings. The School District <br />developers have proposed a minor amendmen110 the PUD that would allow the homes <br />on these eight lots to be separated by a minimum of 15 feet. There are 79 single family <br />homes and 60 townhomes in Owasso Hills. The eight lots represent 10% of the total <br />single family lots in the Owasso Hills development. The eight lots represent _ acres of <br />land, which is _% of the total land in the development. <br /> <br />City Code Procedure; <br /> <br />Section 1008.07a of the City Code states that minor changes in the location, placement <br />and height of structures may be authorized by the Development Review Committee if <br />required by engineering or other circumstances not foreseen at the time the final plan <br />was approved and filed with the Zoning Administrator. Paragraph 6 of the PUD <br />Agreement1 between the City of Roseville and Independent School District #623 also <br />states that minor variations from the approved plans may be approved by the City's <br />Design Review Committee under the direction of the Community Development Director. <br /> <br />Recommendation: <br /> <br />The staff recommends approval of this amendment. Paragraph 7m of the PUD <br />Agreement must be modified to add the following language: <br /> <br />Specific building separation and side yard setbacks on Lots 1 through 8, Block 2, <br />Owasso Hills, there shall be a minimum of 15 feet and each principle building <br />shall not be less than 7.5 feet from any interior side lot line. <br /> <br />This language must be an attachment to Planned Unit Development Agreement #_ <br />between the City of Roseville and Independent School District #623 and be signed by <br />
