<br />APPLICATION FOR SPECIAL USE PERMIT <br />NARRATIVE REPORT <br /> <br />Applicant: <br /> <br />ABRA, Inc. <br /> <br />Property: <br /> <br />2033 County Road C-2, Roseville~ MN <br /> <br />ABRA, Inc., on behalf of a joint venture with Wally McCarthy Automotive, is applying for a Special <br />Use Pennit to operate an automotive wholesale fleet repair and reconditioning facility to be located in <br />a multi-tenant industrial building described as 2021-2033 County Road C-2~ Roseville, MN. This <br />building is part of a six building complex of which four buildings, including the subject building, are <br />owned by St. Paul Properties~ Inc. and two additional buildings under separate ownership. (See site plan <br />attached.) <br /> <br />The proposed repair and reconditioning facility will occupy 18~OOO square feet in a building of 48,000 <br />square feet in size. The exact location is noted on the site plan attached. The current space is served <br />by one drive-in overhead door on the south side of the building and three loading docks on the north <br />side of the building. The applicant intends to install two additional drive-in overhead door on the south <br />side of the building. <br /> <br />The nature of the business is the repair and reconditioning of automobiles under fleet ownership. The <br />vehicles will be received in the facility on an appointment basis. The automobiles will be reconditioned <br />to include the installation of new tires, engine tune-ups, upholstery and interior reconditioning, glass <br />replacement, minor body work and painting, exterior clean up and other miscellaneous repair and <br />reconditioning procedures with the objective of returning the automobile in excellent condition for <br />continued fleet use by the applicant's customers. This business is not a retail operation, but rather a <br />service facility for customers with fleet operations. The business is a new joint venture operation <br />between ABRA, Inc. and Wally McCarthy Automotive. ABRA, Inc. is a ten year old business with over <br />23 auto body facilities throughout the metropolitan area. Wally McCarthy Automotive has multiple <br />dealerships throughout the metropolitan area and has been in business for numerous years. Both <br />companies currently have operations in the city of Roseville. The proposed fleet repair and <br />reconditioning facility will offer fleet customers greater convenience, the highest level of professional <br />service and accountability by an experienced and professional automotive organization. <br /> <br />Since a detailed site plan including all parking stalls does not currently exist, I personally surveyed the <br />building and estimate that there are thirty striped stalls along the south side of the subject building, 2021, <br />approximately 20 stalls on the north side of the building, approximately 6 parallel stalls on the east and <br />west side of the building and approximately 18 stalls on the north end of building 2001 which serves <br />building 2021. This is approximately 80 parking stalls for a building of 48,000 square feet or a ratio <br />of 1 stall per 600 square feet. On a prorata basis, the applicant's leased facility of 18,000 square feet <br />would be allowed 30 parking stalls. The applicant does not anticipate employing more than 15 service <br />technicians at this facility at any given time. The applicant will be receiving all fleet automobiles on <br />an appointment basis and will not require any outside storage of automobiles. The applicant currently <br />has a large parking lot at its Long Lake road facility and will shuttle fleet automobiles between the Long <br />Lake road parking lot and the reconditioning facility. <br /> <br />The applicant is prepared to meet all The City of Roseville' s requirements for the servlcmg of <br />automobiles inside the facility. The applicant believes the anticipated use will have no adverse~ <br />functiona1~ physical or economic changes to the real estate or the community of Roseville. <br />
