County Road D. <br /> <br />Bact<ground <br /> <br />1. Super America is proposing to construct a station/store with a car wash at 2380 W. <br />County Road D in Roseville. The site is 1.75 acres in size, is zoned B-2 Retail Business <br />and is designated for business purposes in the City's Comprehensive Land Use Guide Plan, <br />The site currently has a one story building that is approximately 4400 sq. ft. in size. The <br />building was formerly occupied by Chester's Restaurant and currently sits vacant. The <br />proposal would raze the existing facility to provide for the new Super America store. <br /> <br />Development Summary <br /> <br />1. The property under consideration with this application is zoned B-2, Retail Business. In <br />this district, automobile service stations are permitted as special use permits and are <br />subject to the conditions in Section 8.360 Automobile Service Stations in the City Code. <br />Super America is proposing to construct a station/store with a car wash after removing the <br />existing Chester's restaurant building. The store will be approximately 3,500 sq. ft. in size <br />plus approximately 1,000 sq. ft. for the car wash. The store will be of masonry <br />construction with a brick exterior and a metal seam hip roof The trash enclosure will <br />have a brick exterior to match the building. Because the building has a hip roof, all <br />mechanical units will be on ground level and screened by a fence. The site is currently <br />almost entirely covered with impervious surface. Super America is proposing to eliminate <br />portions of the parking lot along the perimeter of the site to provide planting islands and <br />opportunities for landscaping. The reduction in impervious surface actually lessens the <br />storm water runoffftom the site. <br /> <br />2. An additional driveway is proposed on County Road D. This driveway will align with the <br />existing median break and the driveway to the apartments to the north side of County <br />Road D. Super America plans to utilize the existing driveways on County Road D and <br />Highway 8. Both County Road D and Highway 8 are collector capacity streets meant to <br />handle commercial traffic. A site plan indicates 34 parking spaces including 12 spaces at <br />the pump island. The code requires 4 spaces plus one space per 150 sq. ft, offioor space <br />devoted to retail sales. In this case, that would require 27 parking spaces. All building <br />and parking setbacks are met with this site plan. <br /> <br />3. The site plan shows the location for a pylon sign. City standards say that the pylon sign <br />must be setback 30 feet from the property line, be a maximum of20 feet in height with <br />100 sq. ft. of signage maximum. Super America has indicated that they have signage that <br />fits this criteria. This will be reviewed at the time of a sign permit application. The <br />
