February 21, 1995

To: The Minor Variance Com

From: Angie Hoffmann- Wal

Subject:

Last year in the spring of '94 I made a phone cal to fino out about the guidelines and things
that need to be considered for building a fence on our property. From what was stated as the
normal guidelines and what I was proposing to do the gentleman, I think it was Mike Falk,
thought it would be beneficial that I stop by in the office so both of us could examine the blue
prints of the lot and go from there. My proposal is to put up a 6' privacy fence on what our
family considers our backyard, the southend of our lot.

If you look at the city's blueprints or the diagram I enclosed you'll notice our house sets in
such a manner on the lot that our backyard, according to our address, and how nOfmallots
usually are, with the house facing Cleve]and (west), our backyard is only about 10'. Our
family uses the southend of our lot as the backyard for playing, gardening, entertaining, etc.
but according to regulations this is considered as part of our front and the side of our house.
As I meet with the gentleman (Mike Falk) he felt it was necessary for me to take pictures to
give a better view of the situation. He also thought a variance might not be needed because
of the situation, no residences are directly affected. You'll find the pictures enclosed.

Our lot is on the southeast comer of Eldridge and Cleveland with a church parking lot to our
south and a golf course across Cleveland to the west, therefore the fence doesn't affect any
other residences. By looking at the pictures you'U notice the part of the lot we're proposing
to fence, the southend side of our lot, is at a lower gradation than the street level and our
house level, hence the fence would not hender the view of drivers. Also notice on the
pictures there is a sidewalk that goes by this area and it is also high above our family's
backyard, therefore no privacy. The proposal is to attach the fence on the southwest comer
of our house angling out and toward the southend of our lot and attaching the new fence to
the old fence which currently surrounds the other half of our yard. The angling out from the
southwest comer of our house would allow emergency vehicles to view the front side of our
house for numbers and wouldn)t hender any other viewing that needs to be for what ever
reasons. Also just like I stated before the gradation allows the house to be at the highest level
of the whole lot, therfore the house can stilI be seen even with the fence. If needed I thought
house numbers could also be placed on the fence.

My proposal for the 6' fence is mainly for safety reasons. Because of the new sidewalk
going by the lot with lots of walkers and dogs the 6' fence gives a better safety net for my 4
kids. With the sidewalk high above our family's backyard and not having the 6' fence I feel
someone could jump or leap over anything shorter of that height. Privacy coincides with the
saftey, more walkers because of the improvements of the sidewalks but their are more cars
because of the improvements on the road, therefore less privacy. The 6' fence would allow
us to utilize our yard for picnics and BBQs in privacy, plus would allow less noise for
relaxation.

We love our home and would like to continue to live here for years but feel we need to
improve the saftey ,and privacy of our yard along with our home's real estate value. The
fence will be a decorative wooden fence so it will enhance the aesthetical value of the
neighborhood also.

~k~LJVL~ ljDlAr 1tmR f-n~ rrW:kr.
