It is our standard <br />procedure to collect these charges at the time of recording of a l~gal document or upon application for a building <br />permit, whichever takes place first. These additional charges (see city code ordinances) are collected by the city <br />because the property was not assessed in full at the time of levy or because of the applicant's action which created <br />a situation of utilizing the property to a higher degree then at the time oflevy.
