ResearchandAnalysis ofaParkBoard5-7-13 <br /> 1 <br /> 2 <br />Background <br /> 3 <br /> 4 <br />In the 2010Parks and RecreationSystem MasterPlan it was suggested thattheCityof Roseville <br />5 <br />investigate thepotential of apark board orpark district. Subsequently,theresearchand <br /> 6 <br />recommendation ofthepotential formation of apark board was identifiedin the CityCouncil’s <br />7 <br />2012WorkPlan. TheParks and Recreation Commissionhavebeenaskedto research the issue <br />8 <br />and provide arecommendation to theCityCouncil at the jointmeetingin June.Commission <br />9 <br />members assisted Citystaffingatheringbackground information,reviewingexamplepark board <br />10 <br />ordinances,andalso attended ameetingwith representatives fromthe Cityof Maple Grove <br />11 <br />regardingtheirPark Board. <br />12 <br />13 <br />History <br />14 <br />15 <br />TheVillageof RosevilleoriginallyestablishedaRecreationBoard in August 1958. Thepowers <br />16 <br />and duties of theBoard included thefollowing: <br />17 <br />Establish recreation policy. <br />18 <br />Conduct and superviserecreationareas, facilities,services andprograms. <br />19 <br />Conduct activities and payfor thenecessarysupervision. <br />20 <br />Establishthequalification, employanddeterminethe compensation ofaDirector of <br />21 <br />Recreationand necessaryotheremployees. <br />22 <br />Coordinate services with othergovernmentalprograms. <br />23 <br />Solicitand train volunteers. <br />24 <br />Purchasesupplies andequipment. <br />25 <br />Develop and maintain facilities. <br />26 <br />Procureor leasepublicor privateproperties, areasor facilities thatmayberequired for <br />27 <br />programs. <br />28 <br />29 <br />Inaddition,the Board had the power to createaCitizens Recreation Committeewhoserole was <br />30 <br />to advisethe Board ontheCity’s recreational needs and interest. TheBoard was financedby <br />31 <br />annual appropriationbytheVillageCouncilandwas required to submit anannualreport with a <br />32 <br />detailed account of its estimated fundrequirements forthe ensuingyear. <br />33 <br />34 <br />TheRecreationBoard was replacedbytheexistingParksand Recreation Commission inthe <br />35 <br />early60’s. TheParks and Recreation Commission is advisorywith thefollowingduties and <br />36 <br />functions, as contained inChapter203 ofthe CityCode: <br />37 <br />Makerecommendations to the Director of Parks and Recreation, the CityManagerand <br />38 <br />the RosevilleCityCouncilonallmatters relatingto parks andrecreation programs, <br />39 <br />facilities and services. <br />40 <br />Provideamethod forcitizens’ input concerningthecity’s parksand recreationfacilities, <br />41 <br />programs, needs andconcerns. <br />42 <br />Identifyareas that mayrequireactionand/orchangeto promoteaharmonious, safe,and <br />43 <br />responsiveParks and Recreationprogram. <br />44 <br />45 <br />1 <br /> <br /> <br />
