General Conditions for Policy in Parks: <br />1.Shall be considered on a case by case basis and must be consistent with the Parks and <br />Recreation Master Plan <br />2.Co-location is not recommended in a city park because of the height and space <br />requirement that are dictated <br />3.Proposal must be a direct infrastructure benefit to the park <br />4.Proposal must be a direct benefit to all park users <br />5.Each case shall be referred to the Parks and Recreation Commission for review and <br />recommendation <br />6.Each proposal shall involve community and neighborhood input meetings <br />7.Park must be appropriate size to support a commercial use <br />8.A building or structure shall not be allowed unless possibility for dual use, i.e., <br />restroom/community room facilities, light poles servicing park needs, etc.? <br />9.Agreement shall include a provision to remove pole/equipment and restore area <br />should provider go away where there is no longer a need <br />10.Each case shall require a visual impact assessment (visual impact statement) <br />11.All installation and restoration costs shall be borne by the provider with no cost to the <br />city <br />12.Appropriate compensation shall be received by the City <br />Specific to Acorn Park: <br />Monopole (data only): <br />1.Installation shall not exceed the following criteria: <br />a.Dimension of pole similar to existing light or telephone poles (X dimension) <br />b.Height of pole shall not exceed 100 ft. <br />c.Ground space shall not exceed 7 x 7 ft <br />2.Installation shall be dual use, i.e. attached to replaced light pole <br />3.Installation and maintenance shall not interfere with park activities and shall be <br />scheduled with Parks and Recreation <br />4.Screening shall be defined by Roseville Parks and Recreation <br />5.Agreement shall include a provision to remove pole/equipment and restore area <br />should provider go away where there is no longer a need <br />6.All installation and restoration costs shall be borne by the provider with no cost to the <br />city <br />7.Perform an official visual impact assessment (visual impact statement) with opinion <br />Revenues: <br />1.It is recommended that all tower revenues be deposited in the city general fund and <br />redistributed to departments through the annual budget process <br />2.Park infrastructure improvements and/or acquisitions may be considered in lieu of <br />cash <br /> <br />
