Introductions/Public Comment Invited Commissioners and staff will be introduced. Public participation and public comment is encouraged. 2. Approval of Minutes of the March 2, 2010 Meeting Enclosed is a copy of the minutes of March 2, 2010. Please be prepared to approve or amend. Requested Commission Action : Approve/amend minutes of the meeting of March 2, 2010. 3. Introduction and Oath of Office for New Commissioners Erin Azer and Randall Doneen were appointed to the Parks and Recreation Commission by the City Council on Monday, March 22, 2010. Chair Willmus will officially swear in Erin and Randall. We welcome both of them to the Commission and thank them for their interest in Roseville Parks and Recreation. Erin and Randall and all Commissioners will briefly introduce themselves and their background. Requested Commission Action: Welcome to Erin Azer and Randall Doneen and brief introduction of all Commissioners. 4. Preliminary 2011 budget discussions Budget 2011 discussions are beginning. For the 2010 budget, the City made efforts in changing the budgeting process to a modified “budgeting for outcomes”. As the 2011 budget is underway, the approach will be similar but will focus more on “program budgeting”. Included in your packet is a broad listing of general program categories in each Parks and Recreation Division for your information, review and advice. As staff begins to prepare the budget your input and advice now and along the way is important and valued. Please be prepared to give input to staff as to the new process, what Park and Recreation items or offerings you value, need more or less resources and/or items or offerings you think should be reevaluated. Requested Commission Action: Discussion, input and suggestions 5. Parks and Recreation Master Plan Update The Parks and Recreation Master Plan process continues. Commission members that are on the Citizen Advisory Team (CAT) and staff will be prepared to give you an update on the progress. Included in your packet are some latest documents outlining a way to organize the Parks and Recreation System. Specifically, the items are: 1- Master Plan Vision Boards 2- Trail network and constellation map 3- Pathway Master Plan 4- Park component inventory 5- Park components by park type 6- Existing services per constellation 7- Park zone services
