<br />March 14, 1995 <br /> <br />City Planning Department <br />City of RoseviUe <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />Special Use Permit Request: <br /> <br />The North Heights Church was organized in 1947 and has been serving the community since that time. <br />The North Heights Church/School site is approximately eleven acres ofland at the comer of County Road <br />C and Rice Street. The school building was purchased from the school district in 1981 and is used for the <br />growing church program. <br /> <br />The current buildings are brick construction and consist of the church and school. The school building <br />includes space for an adult lay ministry training center, a Day care unit, a K-8th grade school as well as <br />offices for the church administration and program staff. <br /> <br />North Heights is currently undertaking a fund raising program for the expansion of the facilities at their <br />Arden HiUs site. Upon completion of this expansion, most ofthe administration and program offices now <br />housed in the school building will be moved to Arden Hills. However, to meet the needs of the expanded <br />enrollment of the Christian Day School, it is necessary that two classrooms currently used for staff offices <br />be returned to classroom status by fall of 1995. It is to house these displaced staff offices for the period <br />prior to the completion of the new Arden Hills facilities that the request for modular office space is being <br />made. <br /> <br />There is no need for any zoning changes and the temporary placement of modular offices will have no <br />impact on the over all use of the site or the staffing of the church. The modular units will be placed on the <br />open yard area between the present church and school buildings <br /> <br />There will be no measurable impact on drainage. There will be no plumbing since the staff who office <br />there will be working as well in the church and school buildings, both of which have adequate plumbing <br />facilities. The modular units will have their own electrical heating and cooling equipment. <br />
