MEMORANDUM <br />Meeting Location is Roseville City Hall 2660 Civic Center Drive <br />To: Parks and Recreation Commission <br />From: Lonnie Brokke <br />Date: November 22, 2009 <br />Re: Notes for Commission Meeting on Tuesday, December 1, 2009 <br />1. Introductions/Public Comment Invited <br />Commissioners and staff will be introduced. Public participation and public comment is encouraged. <br />2. Approval of Minutes of the November 2, 2009 Meeting <br />Enclosed is a copy of the minutes of November 2, 2009. Please be prepared to approve or amend. <br />Requested Commission Action: Approve/amend minutes of the meeting of November 2nd <br />3. Clearwire Proposal at Acorn Park <br />On your September 19th tour of parks and facilities, you visited Acorn Park to discuss a proposal by <br />Clearwire Communications to install a data antenna that includes a 7x7 ground cabinet to house the <br />electronics. The proposal was to remove and replace one of the hockey rink light poles with a taller <br />pole, i.e. from 35 ft. to 120 ft. and install the data antenna on the top. The hockey rink lights would be <br />reattached at the same height on that same pole. <br />In order to limit the number of poles in any particular area, the Community Development Department <br />planning staff have determined that the zoning code suggests a co -location of towers be considered <br />over a single provider pole. This would require a a higher and larger pole (150') and a significant <br />amount more ground space (24 x 24 and may include a building) to accomodate the needs. With this <br />proposal, the City is the property owner and has the discretion to support the proposals or not. <br />At your November 2, 2009 meeting you recommended proceeding with the single pole concept, with <br />specific guidelines. This is a new and different discussion with greater impacts to the park. <br />The discussion for the Commission to have at this point is to determine whether or not you are <br />comfortable with the co -location type installation (larger and higher pole and more ground space) in the <br />park in exchange for a financial contribution (yet to be determined) and increased coverage for various <br />providers. <br />Currently, Clearwire Communications is the only provider indicating interest in locating on this pole. <br />Given the code suggestion of co -location towers the IT staff is surveying other providers to assess <br />future interest of locating on this particular pole. <br />There is not a specific proposal that has beeen made yet. Please think about this type of proposal and <br />weigh in on what you feel the impacts in the park may be and whether or not you support this type of <br />endeavor in Acorn Park. <br />Requested Commission Action: Discuss your level of support level for a co- location tower. <br />4. Parks and Recreation System Master Plan Update <br />The Parks and Recreation System Master Plan process is underway. There have been four CAT <br />(Citizen Advisory Team) meetings and one community meeting — "issues and ideas". Please continue <br />to invite your friends and neighbors to get involved, the more input that can be obtained, the better the <br />plan will be. Enclosed is a flyer for the second community meeting that is scheduled for Wednesday, <br />February 10, 2010 as well as several subsequent meetings. Commission members that are on the CAT <br />and staff will be prepared to give you the latest update on progress. <br />Requested Commission Action: Discussion and provide feedback <br />
