SectionA:Personnel <br />SectionB:ProjectApproach;OverviewandWorkPlan <br />ParksandRecreationSystemMasterPlanUpdate <br />CityofRoseville,Minnesota <br />economicenvironment.Butwealsoknowthatthekeydeliverableforthisentiremaster <br />planningprocessisTheVision,andthatsomepartsofthecomplementarymasterplanmightbe <br />incorporatedinamoreincrementalfashion.Adecisionaboutthefinalcompositionofthe <br />masterplanwillbemadeinconcertwiththePARMPUT,butitwouldnotdiminishtheintegrity <br />ofthecorecomponentofthemasterplan.Intheend,thisstageoftheworkwillproducepolicy <br />directionsandplanrefinements,andadraftmasterplanwillresult. <br />StageThreeTasks <br />3.01MeetwiththePARMPUTtoreviewtheworkofPartOne:TheVision,andprovidean <br />overviewofthekeytasksanddeliverablesanticipatedduringPartTwo:TheMaster <br />Plan.WewillalsoworkwiththePARMPUTandcitystafftodeterminewhich <br />componentsidentifiedinPartTwoarecentraltothemasterplan,andwhich,ifany,can <br />bedelayed(basedonabetterunderstandingofprojectbudgets).Thistaskiseliminated <br />toavoidduplicationwiththelasttaskofStageTwo. <br />3.02FrametheͻƦƌğƓͼthatdemonstrateslargerscalechangestotheparkandrecreation <br />system,including(butnotnecessarilylimitedto)theneedoropportunityfornewpark <br />facilitiesinthecommunity,atransitioninuseoractivityforexistingparks,the <br />introductionofspecialparkfeaturesorattractions,andthewaysinwhichparks <br />interfacewithotheraspectsofthecommunity(development,neighborhoods, <br />infrastructure,naturalsystems,streetsandtrails).StaffwillparticipateinaDTwork <br />sessiontodevelopfundamentaldirectionsforthistask;consultantstaffwillconduct <br />additionalinvestigations,ifrequired.. <br />3.03Updatedefinitionsandstandardsfortheparkandrecreationsystem,includinggeneral <br />termsanddefinitions,generalstandardsappliedtovariousparktypes,andthe <br />classificationofparksandparkfacilities.Newdefinitionsandquantitativestandardsfor <br />parkfacilitieswillbebasedontheresearchconductedinStageOne,andthetranslation <br />ofthosefindingsintothesystemwideplan,andtheywillberecordedinMemorandum <br />#10.StaffwillparticipateinaDTworksessiontodevelopfundamentaldirectionsfor <br />thistask;consultantstaffwillconductadditionalinvestigations,ifrequired,andprepare <br />asummarymemorandum. <br />3.04Establishprogramprioritiesfortherecreation,historical,andculturalsystemsbasedon <br />thesystemwideplan,definingtheoptimalconditionsandlocationsfortheapplication <br />ofeachprogramtypeinRoseville.Programprioritieswillbedocumentedin <br />Memorandum#11.StaffwillparticipateinaDTworksessiontodevelopfundamental <br />directionsforthistask;consultantstaffwillconductadditionalinvestigations,if <br />required,andprepareasummarymemorandum. <br />3.05Proposepoliciesandprioritiesfortheparksystemusingtheclassificationmethods <br />posedinTask3.03andforparkprogramsandservicesbasedondialogwiththe <br />page15 <br /> <br />
