grading plan does not trap water in the comer of the house or deposit water on the
property to the north. .

4. Summary and Conclusion

The property at 337 S. Owasso Boulevard was plattecf and constructed in 1938. As with
many of the cabin lots on the east side of Lake Owass9, setbacks were not in place at the
time of construction. Mr. Torgerson's proposal is to iWprove the site by adding living
space and an attached garage to the house. The proposed structure would stay beyond the
five foot setback from the south sideyard property line and importantly, would not
encroach further into the lakeshore setback area. Because Mr. Torgerson's project will
improve the property and get the existing attached gar:age ofIthe railroad right-of-way,
while not moving any closer to the Lake Owasso shoreline, staff recommends approval of
his request for a 25 foot front yard setback variance.
