Owasso Boulevard. <br /> <br />Background <br /> <br />1. The property under consideration at 337 S. Owasso Boulevard is zoned R~l single family. <br />This lot (7,000 +/- sq. ft.) is one of the cabin lots located on the east side of Lake Owasso <br />on the private road on the Burlington Northern Railroad right~of-way. The house at this <br />location was built in 1938 and as with its neighbors, did not pay much attention to building <br />setbacks. The current garage is actually built such that part of it is on the railroad right- <br />of-way. <br /> <br />2. The property is currently for sale and it is Mr. Torgerson's proposal to purchase the house <br />and demolish some of the temporary structures on the property and build an attached <br />garage and living space to the house. In addition, he would add a full truss system roof to <br />the house. In so doing, Mr. Torgerson would not build any closer to the lake than the <br />current structure and would stay five feet from the south sideyard property line. With his <br />plan, the garage would be located five feet into the property ITom the property line. This <br />requires a 25 foot front yard setback variance. <br /> <br />3. The Minor Variance has reviewed this application and has unanimously recommended <br />approval of the 25 foot front yard setback variance. It was the Committee's betiefthat <br />what Mr. Torgerson is proposing will improve the property and get the existing detached <br />garage off the railroad right-of~way while not moving any closer to the Lake Owasso <br />shoreline. There are few alternative physical layouts possible on this small lot. <br /> <br />4. All affected adjacent property owners indicated their approval ofthe proposed variance. <br /> <br />Alternatives: <br /> <br />1. Deny the variance based on findings that no hardships or practical difficulties exist on the <br />site. <br /> <br />2. Grant the variance based on the findings that a hardship or practical difficulty exists on the <br />site. <br /> <br />Policy Objectives: <br /> <br />1.
