Introductions/Public Comment Invited <br />Commissioners and staff will be introduced. Public participation and public comment is <br />encouraged. <br />2. Approval of Minutes of the February 3, 2009 Meeting <br />Enclosed is a copy of the minutes of February 3, 2009. Please be prepared to approve or <br />amend. <br />Requested Commission Action <br />: Approve/amend minutes of the meeting of February 3, 2009. <br />3. Department Review <br />Staff will present a review of the current and upcoming recreation programs, services and <br />projects. <br />Requested Commission Action <br />: Comments, questions and suggestions for recreation <br />programs, services and projects. <br />4. Parks and Recreation Department Organization as Related to the MVHC Loss <br />The City of Roseville is anticipating losing $400,000 in Market Value Homestead Credit (MVHC) <br />from the State of Minnesota in 2009. This is funding that is not expected to be reinstated. We <br />have been asked by the City Manger to reduce the operating budget of the Department of Parks <br />and Recreation by $117,000. This obviously is very difficult to do with an already lean budget that <br />has been reduced substantially in recent years vs. the high expectations, demands and <br />necessities. <br />Overall, it is important that reductions come in a way where there is the least impact to the <br />community as possible. We are not only dealing with surface items such as staff, program and <br />facility reductions, it goes much deeper than that and over time, may/can and will result in <br />negative impacts to the community in lower property values, increased crime rate, decreased <br />sense of community etc., which are direct reflections on reduced efforts in parks and recreation. <br />That is why, the decisions made today, will have a long lasting impact, so they need to be the <br />right ones. We rely heavily on your input as community liaisons. <br />After meeting extensively with our/your staff, included in your packet is a memo to City Manager <br />Bill Malinen outlining our approach to make the reductions. Staff will be prepared to outline the <br />adjustments and I would really appreciateit very much if you would please take the time to read <br />thoroughly through the plan and be prepared to offer your candid feedback, suggestions, <br />thoughts, etc. at the meeting. <br />Requested Commission Action <br />: Review, discuss, comment, question, suggest and provide <br />overall feedback on the proposed plan and the impacts. <br /> <br />
