Roseville, MN <br />Comprehensive Surface Water Management Plan - 2012 Update <br />Parks and Recreation Commission Meeting <br />ЏʹЌЉ ta Α ǒĻƭķğǤ ağǤ ЊͲ ЋЉЊЋ <br /> <br /> <br />BACKGROUND <br /> <br />The City has recently initiated an update to its Comprehensive Surface Water Management Plan <br />(CSWMP) which was originally developed in 1990 and was last updated in 2002. The CSWMP is a <br />document that is required to be updated to maintain consistency with local watershed standards and <br />ǞźƷŷ ƷŷĻ aĻƷƩƚƦƚƌźƷğƓ {ǒƩŅğĭĻ ‘ğƷĻƩ ağƓğŭĻƒĻƓƷ !ĭƷ͵ ŷĻ /{‘at źƭ ğ ƩĻƨǒźƩĻķ ĭŷğƦƷĻƩ ƚŅ ƷŷĻ /źƷǤ͸ƭ <br />ƚǝĻƩğƌƌ /ƚƒƦƩĻŷĻƓƭźǝĻ tƌğƓ ğƓķ ĻƭƷğĬƌźƭŷĻƭ ƷŷĻ /źƷǤ͸ƭ ǝźƭźƚƓ ŅƚƩ ƒğƓğŭźƓŭ ƭƷƚƩƒ ǞğƷĻƩ ğƓķ ƭǒƩŅğĭĻ <br />water drainage throughout the City. <br /> <br />Roseville completed its Parks and Recreation System Master Plan in 2010 and also has a Parks and <br />Recreation Natural Resources Management Final Report completed in 2002. Both of these Parks and <br />Recreation documents address surface water and natural resource management topics that have direct <br />connections to the scope of the CSWMP. In addition, wƚƭĻǝźƌƌĻ͸ƭ tğƩƉƭ ŷğǝĻ ŷźƭƷƚƩźĭğƌƌǤ ĬĻĻƓ ğƭƭƚĭźğƷĻķ <br />with water features including lakes, ponds and wetlands and many of the parks have played a significant <br />role in managing stormwater. This strong connection between parks and surface water management <br />will continue and coordinating the goals of the various plans and programs will provide for greater <br />consistency in implementation efforts and reduce potential conflicts between the plans. <br /> <br />There are three primary goals for this meeting with the Parks and Recreation Commission. First is to give <br />the Commission a brief overview of the CSWMP update process and schedule. Second, staff will <br />highlight some examples of how other cities have combined stormwater management and park system <br />goals by repurposing park areas and increasing the overall value of the park system. Third, and most <br />importantly, we are looking for input from the Commission on potential opportunities to combine goals <br />and efforts towards improved education for park users, new or improved water quality treatment <br />systems, and changes in the type or reductions in the costs of maintaining water and natural resource <br />areas within the parks system. <br /> <br />
