United Properties Assisted Living Proposal <br />United Properties has an option to purchase additional property near the approved senior <br />housing project at 2990, and 2996 Cleveland Avenue North and plan to redevelop it into a 93 - <br />unit, assisted -living facility. <br />The park dedication requirement was discussed at your October meeting and tabled in order to <br />provide further information on a potential trail around the wetland, connecting to the senior <br />coop, the assisted living and the park. Since the meeting, staff has met with United Properties <br />and they are open to furthering the trail concept and believe that this would be a benefit to the <br />development as well as the park and community. Enclosed is a concept site plan that staff will <br />be prepared to review with you at your meeting. <br />In the development it is anticipated that there will be requirements for easements and trails that <br />may fit into the intended thoughts of the commission, i.e. trail connections and experiences. <br />At this time, staff suggests that it may be appropriate to recommend cash to serve as the park <br />dedication requirement and that the trail configuration and experience be worked out as the <br />development proceeds. If an easement or additional land is needed and there is a cost <br />involved, the park dedication fee may be considered prior to collection at that time. <br />Finally, similar to the request from United Properties on the senior housing proposal, they <br />requested consideration to reduce the park dedication fee on the assisted living project, citing <br />that they are smaller units and will be limited in the use of the Park and Recreation System due <br />to immobility? You did discuss this at your October meeting and the consensus was not to <br />recommend a reduction or waiver. <br />Requested Commission Action: Discuss and make a formal recommendation as to cash, <br />land or a combination of park dedication. <br />6. Frank Rog Amphitheatre Improvements Update <br />You may recall, the Metropolitan Regional Arts Council has provided a grant for an art project <br />as a part of the Frank Rog Amphitheatre improvements. As a part of that process, staff is <br />forming a committee to advise and help. This committee will also help to plan a recognition <br />event in 2009. We would appreciate if two commissioners would serve on that committee. <br />Please be thinking about whether you would be willing to serve in that capacity. Staff will be <br />prepared to review more of the purpose with you at the meeting. <br />Requested Commission Action: Comments, questions and suggestions and appoint two <br />Commissioners to serve on the Frank Rog Amphitheatre art and planning committee. <br />7.
