4.0 SITE CHARACTERISTICS/DEVELOPMENT PROPOSAL:. <br />4.1 The approximately 7.3 -acre subject properties are currently platted as four parcels, 2990, <br />2996, 3008, and 3010 Cleveland Avenue North, all of which are owned by United <br />Properties. Currently three single-family homes are located on 2990 and 2995 Cleveland <br />Avenue. While two single-family homes are located on 3008 and 3010 Cleveland <br />Avenue, they are slated for redevelopment as part of the applicant's senior cooperative <br />project, which received Concept PUD approval by City Council on June 16, 2007. <br />4.2 The subject properties have a Comprehensive Land Use designation of Business Park and <br />an existing zoning designation. of Single -Family Residential (R-1). <br />4.3 The subject properties are located at the northern edge of the Twin Lakes Redevelopment. <br />Area. Uses adjacent to the subject properties include nine single-family homes to the <br />north, Langton lake Park to east, a multitenant industrial building to the south, and <br />multitenant office buildings to the west (west of Cleveland Avenue). Within Langton <br />Lake Park, a designated wet land is located east of the subject properties. <br />4.4 As part of this application, the applicant is seeking to replat all of the properties under <br />their ownership. They proposing to create two new lotsonefor the senior cooperative <br />project and the other for the proposed assisted -living facility, which they are seeking <br />concept approval under this application. <br />4.5 The proposal for the southern part of the property seeks to develop a 3- and 4 -story <br />elongated 93 -unit assisted -living facility that will integrate several types of senior -care <br />unit types, including memory care, assisted living, and independent living units. The <br />proposed building is generally located on eastern portion of the subject property with <br />public entrances from both Cleveland Avenue and planned Langton Lake Drive. Resident <br />parking is located under the building and is accessed via a driveway off of Langton Lake <br />Drive. <br />5.0 COMPREHENSIVE PLAN AND TWIN LAKES BUSINESS PARD MASTER <br />PLAN: <br />5.1 The Roseville's Comprehensive Plan designates the future land use of the subject <br />properties as `BP -Business Park," which is defined as "...a geographically identifiable <br />area which contains an architecturally consistent mix of office, office -laboratory, office - <br />showroom -warehousing, biotechnical, biomedical, high-tech software and hardware <br />production uses with support services such as limited retail, health, fitness, lodging and <br />multifamily housing. The Business Park has well-planned roads, utilities, ponding and <br />communication systems. Parcels within a Business Park have access to an internal <br />parkway and/or external County minor arterials as well as access to the Interstate <br />Highway System. " <br />5.2 The subject property lies within the boundaries of the Twin Lakes Redevelopment Area, <br />which is guided by the 2001 Twin Lakes Business Park Master Plan, which was adopted <br />PF08-020_RPCA_09030890308 Page 2 of 8 <br />
