Community Development Department <br />�i <br />To: Park & Recreation Commissioners <br />From: Jamie Radel, Community Development <br />CC: Lonnie Brokke, Park & Recreation Director <br />Pat Trudgeon, Community Development Director <br />Date: June 27, 2008 <br />Re: Review of Park, Open Space and Recreation Chapter of the Comprehensive Plan <br />Update <br />Requested .action <br />Review, discuss and provide input for the draft Parks, Open Space and Recreation Chapter of <br />the 2030 Roseville Comprehensive Plan. <br />Background <br />By State statute, cities within the seven -county metropolitan area must complete an update to <br />its Comprehensive Plan every ten years and, in September 2007, the City Council retained <br />Hoisington Koegler Group Inc. to work with City Staff to prepare this update. The Council <br />also appointed a Steering Committee to assist the planning team and act as a sounding board <br />for ideas and recommendations prior to bringing them to policymakers. The goal is to submit <br />the updated plan to the Metropolitan Council by December 2008. <br />What is a Comprehensive Pian? <br />The City's Comprehensive Plan is a policy guide that provides goals and policies to help direct community <br />change toward a common community vision. Topics covered by the Comprehensive Plan include future <br />land use, transportation, housing and neighborhoods„ the environment, parks and recreation, economic <br />development, and utilities. <br />After eight months of undertaking background research, community discussions, and Steering <br />Committee feedback, the planning team completed an initial draft of the Comprehensive Plan <br />Update. The next step in the process is to review each chapter with the Steering Committee <br />and relevant advisory commissions. <br />Parks, Open Space & Recreation Chapter Review <br />Attached to this memo is a draft of the Parks, Open Space and Recreation Chapter of the 2030 <br />Comprehensive Plan Update.
