Background By State statute, cities within the seven -county metropolitan area must complete an update to its Comprehensive Plan every ten years and, in September 2007, the City Council retained Hoisington Koegler Group Inc. to work with City Staff to prepare this update. The Council also appointed a Steering Committee to assist the planning team and act as a sounding board for ideas and recommendations prior to bringing them to policymakers. The goal is to submit the updated plan to the Metropolitan Council by December 2008. What is a Comprehensive Pian? The City's Comprehensive Plan is a policy guide that provides goals and policies to help direct community change toward a common community vision. Topics covered by the Comprehensive Plan include future land use, transportation, housing and neighborhoods„ the environment, parks and recreation, economic development, and utilities. After eight months of undertaking background research, community discussions, and Steering Committee feedback, the planning team completed an initial draft of the Comprehensive Plan Update. The next step in the process is to review each chapter with the Steering Committee and relevant advisory commissions.
