Mr
Busch discussed the process thus far and the details of the proposed plans and cost estimates that were included
in the commission packet. At the onset, three planning principle goals were identified. Those were to 1)
improve circulation 2) improve safety and 3)improve the overall functional use of the facility. As a result of
these goals and the process of involving the community and the user groups in planning, several other project
items were identified to help meet these goals. The cost estimates for all the projects do exceed the $500K
budget so reductions will need to be made or new money identified. Some of the items will be included as bid
alternates in the event a favorable bidding price is received.
Commission Recommendation:
Motion by Pederson, second by Willmus to approve the concept plans as
presented. Motion passed unanimously.

DEPARTMENT REVIEW
4.
Staff shared a variety of upcoming programs and encouraged the community to get involved. Special thanks
were given to the Roseville Visitors Association for their involvement in the “Roseville Glows Program”.
Picnic shelter reservations and spring summer program registrations are now being taken. Roseville Parks and
Recreation is providing a wide range of services to a broad scope of the community. Staff highlighted the New
Years Eve celebration presented by Goodmanson Construction at the Roseville Skating Center. Other program
highlights included: Roseville singles, Roseville Rock Youth Center (R2), the skating schedule at the Skating
Center, mom and daughters jazz dance class, gymnastics program, Alice in Wonderland youth show presented
by Rosetown Playhouse and the holiday lights tour and dinner.

GOOSE POPULATION DISCUSSION
5.
This item was on the agenda at the request of the chair, specifically as it relates to the golf course. Staff
provided a background of the goose issue in Roseville, reviewed the material that was included in the packet,
described the periodic goose removal program in Roseville and described other measures that have been
attempted such as dogs, string, physical barriers, habitant modifications, visual and audio deterrents, decoys,
plastic swans, spray programs, etc..

The specific information that was highlighted in the packet was: a newsletter from the US Center for Disease
Control, a newspaper article outlining how geese work and control programs, and a 2006 Canadian Goose
Program Report prepared by Dr. Jim Cooper, a local expert and a retired University of Minnesota Professor.
Staff pointed out the Dr. Cooper was preparing a proposal for a possible approach for Roseville. After much
discussion, it was suggested by the commission to possibly invite Dr. Cooper to a future meeting.
Commission Recommendation
: Invite Dr. Cooper to a future meeting to discuss the goose population.
