MEMORANDUM
Roseville City Hall - 2660 Civic Center Drive
To: Parks and Recreation Commission
From: Lonnie Brokke
Date: February 26, 2007
Re: Notes for Commission Meeting on Tuesday March 6, 2007
1. INTRODUCTION/ROLL CALL/PUBLIC COMMENT INVITED
Commissioners and staff will be introduced. Public participation and public comment is
encouraged.
2. APPROVAL OF MINUTES OF FEBRUARY 6, 2007 MEETING
Enclosed is a copy of the minutes of February 6, 2007. Please be prepared to approve or
amend.
Requested Commission Action: Approve or amend minutes of the meeting February 6,
2007.
3. UNITED PROPERTIES SENIOR HOUSING PROPOSAL NEAR LANGTON LAKE PARK
This agenda item is for information purposes only and a recommendation will not be expected.
United Properties is proposing a senior housing development on approximately 6 acres of land
at 3010 Cleveland Avenue on the West side of Langton Lake Park near the soccer field.
Enclosed are two preliminary site plans from United Properties and the adopted Langton Lake
Park Master Plan. A representative from United Properties will be at the meeting to explain the
proposals and field any questions. They are also planning to attend the Public Works,
Transportation and Environment Commission; Planning Commission and the March 19th City
Council Work Session to gain input and comments. United Properties has met with the
neighbors along Brenner Avenue only.
Plan #1 involves private property entirely and does not accommodate the Langton Lake Park
parking lot access (this plan is preferred by United Properties).
Plan #2 permeates into park land on the west side of the ballfields and would involve an
exchange of park land to accommodate their development and create a road on the north side
of the development to the existing park parking lot (will discuss further if City is interested).
Plan #3 The enclosed adopted Park Master Plan identifies the park property as future access
to the parking lot that services the ballfields. The road on that plan connects Brenner Avenue
(Mt. Ridge Road) on the north and Cleveland Avenue on the west (can this plan work?)
Current access to the existing park parking lot is through the industrial warehouse parking lot
on the south of the proposed development and existing park land.
Park related concerns include, but are certainly not limited to:
• The extreme sensitivity of any park land exchange!
• Meeting the goals of the adopted park master plan and ensuring future public access to
the park.
• Why, for certain, the 1986 adopted park master plan cannot be met.
• Trail connections to the park?
Requested Commission Action: Comments and questions, no recommendation expected.
