Background <br /> <br />During 1994, the Planning Commission and City Council considered two land use <br />development applications for the eastern portion ofthe Corpus Christi Church site. Both <br />proposals were for multi~fami1y residential development and both involved joint use of the <br />existing church parking lot, immediately east of the school building. As the development <br />review process unfolded, both of the applications were withdrawn. The church continues <br />to have this property on the market searching for an appropriate development proposal. <br />This eastern parking lot has deteriorated and the church would like to resurface it this <br />summer. <br /> <br />2. Development Review <br /> <br />Section 1010.06 of the Design Standards chapter ofthe City Code requires the periphery <br />of parking areas and drives shall be constructed with poured in place concrete curbing. <br />Section 1004.0103b of the City Code requires that when existing parking lots are overlaid <br />or repaired more than 25%, they are required to meet the design standards currently in <br />place. Corpus Christi Church, located at Fairview Avenue and County Road B is <br />proposing to resurface their existing parking lot immediately east of the school building. <br />Because they are anticipating some development of the northeast corner of their property <br />and because they assume this future development could involve joint use of the parking <br />lot, the church is seeking a variance to the curb and gutter requirement for the east, north, <br />and south edges of the parking lot until such time as the final design of the parking lot can <br />be determined. Concrete curb can be installed along the western edge in that this location <br />is already determined and will not need to be modified for future development. In the <br />past, the City Council has given other churches and institutions a certain time period to <br />come into compliance with the design standards requiring concrete curb and gutter around <br />retrofitted parking lots. Typically, this time frame has ranged from 3-5 years. In large <br />part, these temporary variances have been granted to allow time for the churches to raise <br />the additional funds to meet the new design standards requirements. <br /> <br />3. Summary and Conclusion <br /> <br />It is recommended that the Planning Commission recommend approval of Father <br />Nygaard/Corpus Christi Church's request for a temporary variance to Section 1010.06 of <br />the Roseville City Code requiring the periphery of parking areas being constructed with <br />poured in place concrete curbing, for a period of five years or until development of the <br />
