The Planning Commission at its July 12, 1995, meeting continued consideration of <br />Engelsma Limited Partnershipts request for a conditional use permit for a bingo hall at the <br />Hamline Shopping Center at 2797 Hamline Avenue until August 9, 1995, This <br />continuation was necessary because the request is contingent on the city amending its <br />ordinance code to allow bingo halls in SC zoning districts by conditional use permit. <br /> <br />2. The Planning Commission, at the August 9, 1995 meeting, recommended approval <br />of a conditional use permit at 2797 Ramline Avenue within the RamUne Shopping <br />Center for the operation of a bingo hall limited to Tenant Bay 1 of approximately <br />18,000 sq. ft. (as shown on the attached site plan dated 8/28/95) with the condition <br />that parking lighti~g be upgraded at the southwest parking lot. <br /> <br />Staff Recommendation; <br /> <br />Council's past practice has been to continue ordinance revisions to a second meeting to allow <br />additional public discussion. Staff recommends closing the hearing and making the decision on <br />September 11, 1995. <br /> <br />Based on the discus&ion to date and the recommendations of the City Attorney, city staff <br />recommends adoption of the attached ordinance (September 11, 1995) providing for bingo <br />halls as a conditional use in the B-1, B-2, B-3, and SC zoning districts. <br /> <br />CQuncil Action Requested: <br /> <br />1. It is the Council's past practice to continued zoning ordinance amendments to a second <br />meeting. This conditional use permit request is contingent upon approval of a zoning <br />amendment regarding bingo hall locations in shopping centers. The second discussion on <br />the zoning amendment will be held September 11, 1995. <br /> <br />2. At the September 11, 1995 meeting, City staff recommends that the City Council approve <br />a conditional use permit at 2797 Hamline Avenue within the Hamline Shopping Center for <br /> <br />1 <br />
