<br />REQUEST FOR COUNCIL ACTION, <br /> <br />DATE: 07/27/98 <br />ITEM NO: C-2 <br /> <br />Manager Approved: Agenda Section: <br />CONSENT <br /> <br />Roseville Good Samaritan Center request for reaffirmation of a side <br />yard setback variance granted in 1995 for 1415 County Road B West <br />(PF2778). <br /> <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Roseville Good Samaritan Center is requesting reaffirmation of a side yard setback <br />variance granted in 1995 to allow the extension of the northern residential wing of <br />the facility 18 feet to the east toward Albert Street. The City Council did reaffirm this <br />variance on January 12, 1998; however, a building permit was not applied for within <br />the required six month time frame. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Roseville Good Samaritan Center was granted a 12 foot variance on July 24, 1995, <br />to reduce the side yard setback along Albert Street from 30 feet to 18 feet. This <br />variance was granted in order to allow the Good Samaritan Center to upgrade the <br />rear entry of the facility, including a new entry way and dining area at the rear of the <br />building and an extension of the northern residential wing to the east. <br /> <br />2.2 Construction of the project was delayed because the cost of the entry way and <br />dining room addition was too great to allow for the residential wing addition. When <br />the request for affirmation was made in January, Good Samaritan Center expected <br />to begin construction of the additions this spring. Further delays have now pushed <br />ground breaking for the project back to September 1998. <br /> <br />2.3 Section 1013.03 of the City Code indicates that any action by the City Council to <br />grant a variance expires within six months unless a building permit has been issued. <br />It has been the City's policy to consider reaffirmation of variances granted but not <br />used without an additional series of public hearing for just cause. <br /> <br />3.0 SUGGESTED CITY COUNCIL ACTION <br /> <br />3.1 By motion, reaffirm the side yard setback variance granted in 1995 for Roseville <br />Good Samaritan Center as originally approved and as reaffirmed in January 1998, <br /> <br />Attachments: letter from Paula Kneisl (Roseville Good Samaritan Center); location map; approved site plan <br />showing proposed addition; excerpt of City Council minutes of July 24, 1995; and excerpt of Planning <br />Commission minutes of July 12, 1995. <br />Prepared by: Kim L Lee, AICP (490-2236) <br />M:\RCA\2778-2.RCA.doc <br /> <br />PF2778 - RCA (07/27/98) - Page 1 of 1 <br />
