The following action steps should be done concurrently:

. West~rn Auto needs to apply for a zoning change to planned unit
development for the Knights of Columbus site. If their materials and
application are here by May 8, 1995, the Planning Commission could conduct
a public hearing on the PUD concept plan on June 14, 1995. This
reconunendafion could be forwarded to the City Council for consideration at
a public hearing June 26, 1995. Final development plan for the PUD could be
considered July 24, 1995.

The Hamline Center is zoned S-C Shopping Center and presently there is no
option for bingo as either a pennitted or special use in this district. The
Planning Commission would need to conduct a public hearing on an
ordinance amendment to provide for bingo parlors as special use pennits in
the shopping center district. Again, with notice, this hearing could be
conducted at the June 14, 1995 Planning Commission meeting and at the June
26, 1995 City Council meeting.

Assuming that a special use pennit for bingo in shopping center districts
would be considered favorably by the Planning Commission and City
Council, Kraus Anderson, the owner of the Hamline Center, would then need
to apply.for a special use pennit for bingo at their facility on Hamline
