The auto facility will, however, result in more traffic during the
a.m. and p.m. peak hours of surrounding street traffic on Snelling and Fairview A venues, since the
bingo facility has no scheduled events at these times. However, the peak hour volumes of the auto
facility are relatively low, and are not expected to result in any traffic operational problems on the
surrounding streets.

Existing Traffic Characteristics

The Knights of Columbus building is currently leased by a bingo operation which holds 19 bingo
sessions throughout the week. The attendance at these events is approximately 130 people during
the week and 170 on Friday and Saturday evenings. An average number of persons per car was
estimated at 1.5, resulting in the arrival of approximately 85 vehicles prior to the start of the
weekday events, and 115 vehicles prior to the start of the Friday and Saturday events. The bingo
manager estimates a turnover of approximately 50 percent between consecutive bingo sessions,
with about half the participants leaving and half the participants being new arrivals. Table 1 shows
the start times of the bingo sessions and the estimated vehicular activity before and after each
session.

SHORT ELLIOTT
HENDRICKSON INC.

MINNEAPOLIS.
