<br />City of Roseville . <br />Community Development Department <br /> <br />Memo <br />April 17, 1995 <br /> <br />TO: Steve Sarkozy, City Manager <br /> <br />FROM: Dennis Welsch, Community Development Director (490-2232) <br /> <br />RE: FLAG LOTS - IS THERE NEED FOR MORE REGULATION? <br /> <br />In late 1994 the Planning Commission asked the staff to prepare background related to flag lots <br />located in the city and the past policies or ordinances used to regulate their creation. Prior to <br />beginning such a discussion with the Planning Commission, you asked that I provide you with <br />some of the background for review with the City CounciL <br /> <br />"Flag Lots" are generally defined as single family lots which have very little (30 to 40 feet) of <br />frontage on a public road system, but have a long driveway (60 to 100 feet or more). The main <br />portion of the lot, where the house is constructed, is generally set back 100 or more feet rrom the <br />public street frontage. <br /> <br />Many times a flag lot is created to take advantage of unique topography, steep slopes and <br />erodible soils, wetlands, and past non-complimentary single family development patterns of very <br />low density. Sometimes these lots occur off the end of a cul-de-sac. Flag lots may be an <br />opportunity to more efficiently utilize the public improvements ( and create more density) within <br />the public road system. <br /> <br />In RoseviBe, there are not many single family lots, in an "R-l" zone, with a lot rrontage of less <br />than 40 feet and an overall lot size of at least 11,000 s.f <br /> <br />Our staff has reviewed the polices and ordinances available from other communities and have <br />found that most flag lots are created only after Council approval of a conditional use permit. <br />The lots have the following: <br /> <br />1) Limited frontage but not less than 30 feet on a public right-of-way. <br /> <br />2) A paved driveway with strength capable off supporting fire trucks to within 50 feet <br />of the building. The driveway has to be accessible (slope and curves) for emergency <br />vehicles, The driveway must be approved by fire and police staff. <br /> <br />1 <br />
