<br />September 7, 1995 <br /> <br />Planning Application Narrative <br />for Proposed Car-X <br />Muffler & Brake Shop <br />2215 N. Snelling Avenue <br />Roseville, MN <br /> <br />The existing site is an 80' by 296' .:t lot (23,688 SQ.FT.) <br />located on the West side of Snelling Avenue North of County <br />Rd. B and North of the Rosewood Center (Pannekoeken and <br />Kinko's etc.) there is an existing medical office on the <br />site (1100 SQ. FT. ) which is intended to be razed for this <br />proposed new use. As shown on the enclosed pI ans, we are <br />proposing a new 128' x 39' building (4990 SQ. FT.) for use as <br />a Car-X Muffler and Brake Shop. The building shall be orien- <br />tated so that all the overhead doors and windows will be on <br />the South and East side along with any lighting and signage. <br />The West side and North sides of the building shall be <br />colored rock face block to act as a screen wall or fence <br />buffered by landscaping to the multi-family building to the <br />North and West. <br /> <br />The existing zoning is B-3 and a Conditional Use Permit is <br />required for an automobile facility such as a Car-X building. <br /> <br />Car-X Muffler and Brake Shops have operated in the Midwest <br />since the first shop opened in Chicago in 1972. In 1984 <br />Car-X became part of an international chain of muffler and <br />brake shops operating under the Speedy Muffler King name. <br />Al together Car-X and Speedy Muff I er King operate more than <br />900 shops, a mixture of franchise and company owned <br />operations. <br /> <br />The owner of the proposed shop in Roseville currently <br />operates six other Car-X shops; four in the Twin City area <br />and two in Madison, Wisconsin. <br /> <br />The Minnesota shops operate six days a week, wi th evening <br />hours as late as 7:00 p.m. The shops draw on their own local <br />warehouse for small, daily deliveries of inventory, via vans <br />and pick-up trucks, eliminating the need for semi-truck <br />deliveries of large quantities of inventory. <br /> <br />Current staff levels at the existing shops range from six to <br />eight. The Roseville operation will be similarly staffed. <br />
