September 7, 1995 Planning Application Narrative for Proposed Car-X Muffler & Brake Shop 2215 N. Snelling Avenue Rosevil1e, MN The existing site is an 80' by 296' .:!:. lot (23,688 SQ.FT.) located on the West side of Snelling Avenue North of County Rd. B and North of the Rosewood Center (Pannekoeken and Kinko's etc.) there is an existing medical office on the si te (1100 SQ. FT.) which is intended to be razed for this proposed new use. As shown on the enclosed plans, we are proposing a new 128' x 39' building (4990 SQ. FT.) for use as a Car-X Muffler and Brake Shop. The building shall be orien- tated so that all the overhead doors ~nd windows will be on the South and East side along with any lighting and signage. The West side and North sides of the building shall be colored rock face block to act as a screen wall or fence buffered by landscaping to the multi-family building to the North and West. The existing zoning is B-3 and a Conditional Use Permit is required for an automobile facility such as a Car-X building. Car-X Muffler and Brake Shops have operated in the Midwest since the first shop opened in Chicago in 1972. In 1984 Car-X became part of an international chain of muffler and brake shops opera ting u~der the Speedy Muf f I er King name. Al together Car-X and Speedy Muffl er King operate more than 900 shops, a mixture of franchise and company owned operations. The owner of the proposed shop in Roseville currently operates six other Car-X shops; four in the Twin Ci ty area and two in Madison, Wisconsin. The Minnesota shops operate six days a week, with evening hours as late as 7:00 p.m. The shops draw on their own local warehouse for small, daily deliveries of inventory, via vans and pick-up trucks, eliminating the need for semi-truck deliveries of large quantities of inventory. Current staff levels at the existing shops range from six to eight. The Roseville operation will be similarly staffed.
