Karen Alberg is proposing to operate a one chair beauty salon in the basement of her <br />home at 1160 Roselawn Avenue. The property under consideration is zoned R-l Single <br />Family and is located on the south side of Rosel awn Avenue, across from the Roseville <br />Lutheran Church and Bruce Russell Park. The Roseville Zoning Ordinance indicates that <br />beauty parlors with one operator and which see customers by appointment only are uses <br />allowed by conditional use permit in the R-l zoning district. <br /> <br />Conditional uses are defined in the City code as a class of uses which are deemed desirable <br />for the public welfare within a given district or districts but which are potentially <br />incompatible with the typical use permitted within such classifications. When reviewing an <br />application for a conditional use permit, the Planning Commission and City Council should <br />consider the following criteria: <br /> <br />1. Impact on traffic. <br />2. Impact on parks, streets, and other public utilities. <br />3. Compatibility of the site plan, internal traffic circulation, landscaping, and <br />structures with contiguous properties. <br />4. Impact of the use on the market value of contiguous properties. <br />5. Impact on the general public health, safety, and welfare. <br />6. Compatibility with the City's Comprehensive Plan. <br /> <br />2. Development Summary <br /> <br />EXISTING SITE: Ms. Alberg's proposal is to operate a beauty salon in the basement of <br />her home at 1160 Roselawn Avenue. The basement has a separate entrance in the rear <br />yard with a sidewalk to it trom the driveway. The driveway is deep enough and wide <br />enough to hold four cars. <br /> <br />1 <br />
