Planning Commission Minutes November 8, 1995 6. PUBLIC HEARINGS: J)fA+-r ~ (a) Planning File 2798: Karen Alberg request for a conditional use permit for a beauty salon at 1160 Roselawn Avenue. Chairman Keith Wietecki opened the public hearing and requested Michael Falk to provide a background report. Mr. Falk explained that the Alberg's request is for a one chair beauty salon within the lower level of an existing house which is located in an R-l zone. Falk illustrated this site with a video tape. He noted that in an R-l zone, a beauty salon is permitted by a conditional use permit for the homeowner operations only. It is limited to one room within the house, no outside employees, and no retail or wholesaling activities. Falk explained that the Alberg driveway holds 4 vehicles and that this would be adequate for a beauty salon operation. The basement or lower level of the house has a separate entrance to which the customers would enter. The hours of operation would be 8:30 - 5:00 p.m. on Wednesday and/or Thursday. Staff recommended approval of the Alberg request for a conditional use permit. Michael Falk also pointed out that the staff had received many letters of support from the neighborhoods and no opposition. Chairman Wietecki asked for further information regarding the hours of operation. He asked if the staff could approve two days of operation per week without specifying the specific days. Mr. Falk stated that staff could write the conditional use permit as such. Member Harms asked of the conditions for a conditional use permit should include the State license and commented that staff should not assume approval of the State license as automatic. Member Cunningham asked if and where the sign would be placed. Mr. Falk stated that a 3 square foot sign could be placed in the front yard. There was no comment from the public or the applicant. Chairman Keith Wietecki closed the public hearing. MOTION: Member Harms moved, seconded by Member Cunningham to recommend approval of the conditional use permit to allow for a one chair beauty salon to be operated by Karen Alberg at 1160 Roselawn Avenue with the following conditions: a. Defining the hours business is conducted during the week. b. Stipulating that there shall be no more than two client cars at a time and that those cars must be parked off street. c. That the conditional use permit is issued to the applicant only and shall automatically expire upon the sale of the property. d. That there shall be no product sales on the site except sale of products to individuals at the time the service is rendered if appropriate. e. That there shall be no other employees providing service and that the business shall not occupy more than one room of the house. 2
