<br />Planning Commission Minutes <br />November 8, 1995 <br /> <br />6. PUBLIC HEARINGS: <br /> <br />J)fA+-r <br />~ <br /> <br />(a) Planning File 2798: Karen Alberg request for a conditional use permit for a <br />beauty salon at 1160 Roselawn Avenue. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested Michael Falk to <br />provide a background report. Mr. Falk explained that the Alberg's request is for a one <br />chair beauty salon within the lower level of an existing house which is located in an R-l <br />zone. Falk illustrated this site with a video tape. He noted that in an R-l zone, a beauty <br />salon is permitted by a conditional use permit for the homeowner operations only. It is <br />limited to one room within the house, no outside employees, and no retail or wholesaling <br />activities. Falk explained that the Alberg driveway holds 4 vehicles and that this would be <br />adequate for a beauty salon operation. The basement or lower level of the house has a <br />separate entrance to which the customers would enter. The hours of operation would be <br />8:30 - 5:00 p.m. on Wednesday and/or Thursday. Staff recommended approval of the <br />Alberg request for a conditional use permit. Michael Falk also pointed out that the staff <br />had received many letters of support from the neighborhoods and no opposition. <br /> <br />Chairman Wietecki asked for further information regarding the hours of operation. He <br />asked if the staff could approve two days of operation per week without specifying the <br />specific days. Mr. Falk stated that staff could write the conditional use permit as such. <br /> <br />Member Harms asked of the conditions for a conditional use permit should include the <br />State license and commented that staff should not assume approval of the State license as <br />automatic. <br /> <br />Member Cunningham asked if and where the sign would be placed. Mr. Falk stated that a <br />3 square foot sign could be placed in the front yard. There was no comment from the <br />public or the applicant. <br /> <br />Chairman Keith Wietecki closed the public hearing. <br /> <br />MOTION: Member Harms moved, seconded by Member Cunningham to recommend <br />approval of the conditional use permit to allow for a one chair beauty salon to be operated <br />by Karen Alberg at 1160 Roselawn Avenue with the following conditions: <br /> <br />a. Defining the hours business is conducted during the week. <br />b. Stipulating that there shall be no more than two client cars at a time and that those <br />cars must be parked off street. <br />c. That the conditional use permit is issued to the applicant only and shall <br />automatically expire upon the sale of the property. <br /> <br />d. That there shall be no product sales on the site except sale of products to <br />individuals at the time the service is rendered if appropriate. <br />e. That there shall be no other employees providing service and that the business shall <br />not occupy more than one room of the house. <br /> <br />2 <br />
