<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 03-13-96 <br />CASE NO: 2802 <br /> <br />Department Approval: Agenda Section: 6(a) <br />Public Hearin <br /> <br />Item Description: Sandra Schlief request to establish a beauty parlor at <br />599 W. County Road B-2. <br />Legal Description: Davis Addition, Block 1, Lot 2 <br /> <br /> <br />Background: <br />Sandra Schlief has requested approval to establish a beauty parlorlbeauty salon in her duplex <br />home located at 599 W. County Road B-2. This property is zoned R-2 (two family housing) and <br />LDR (low density residential) on the Comprehensive Plan. It is located on the north side of <br />County Road B-2, across from Concordia Academy and the City Park, and 1/2 block west of <br />Central Park School. <br /> <br />The Roseville City Code, Section 1004.03C, states that a beauty parlor is not a use permitted by <br />conditional use permit in an R-2 zone. (By comparison, in the past the Planning Commission and <br />Council approved a one chair beauty salon within an R-1 zone for Karen Alberg on Roselawn <br />Avenue.) Therefore, the request by Ms. Schliefto establish a beauty parlor at her home in an R-2 <br />zone is not permitted under the current zoning. It is the staffs opinion that the City Code <br />prohibits such uses in R-2 zones to limit the amount oftraffic, parking, and potential fumes to <br />adjacent attached or nearby duplex or townhome units. <br /> <br />Alternatives: <br />1) Ms. Schliefs request is not a land use permitted outright or by conditional use permit in a R-2 <br />zone and therefore the request could be denied. <br /> <br />2) Ms. Schliefs request could be considered as an amendment to the text of the City Code, <br />changing the text to allow for such uses in the R-2 zone by conditional use permit <br /> <br />3) Ms. Schlief could move to another location, within an R-1 zone, and reapply for conditional <br />use permit at that location. <br /> <br />Staff Recommendation: <br />The staff recommends denial of the request since the code does not allow for a beauty parlor <br />within an R-2 zone, even by conditional use permit. <br /> <br />Action Suggested: <br />By motion, the Planning Commission should recommend denial of the Sandra Schlief request <br />for approval of a conditional use permit within an R-2 zone to establish of a beauty parlor/salon <br />at 599 W. County Rd. because the use is not permitted in this district through the approval of a <br />conditional use permit. <br /> <br />Report by: Dennis Welsch, 490-2232. <br />
