<br />TOWER PLACE PRESERVATION <br /> <br />Problem Statement - Infill Development, Business Support, Neighborhood Safety. <br /> <br />STRATEGY 1 <br /> <br />Recognize Tower Place's unique small business, incubator character, preserve its existing <br />buildings which meet codes. <br /> <br />Action I-A <br /> <br />Continue to work with Tower Place owners to develop architectural design guidelines that <br />define and articulate the character. This document could graphically illustrate <br />characteristic forms for the improvement of private and public property while still allowing <br />diversity and flexibility within the general character of the area. <br /> <br />Action I-B <br /> <br />Annually review area plans for new buildings, and a summary of problems and issues, and <br />an action plan to maintain or improve area conditions. Issue a "report card" to property <br />owners. <br /> <br />Action l-C <br /> <br />Encourage the development of alternative site development arrangements which may not <br />be consistent with the accepted norm such as mixed use buildings with retail, service, and <br />light manufacturing in the same multi-tenant facilities. <br /> <br />Action I-D <br /> <br />Provides density bonuses or other incentives to encourage development that incorporates <br />design principles that create more head-of-household jobs. <br /> <br />Action l-E <br /> <br />Utilize the City revolving business loan program, in cooperation with local banks to assist <br />Roseville businesses when purchasing large pieces of machinery or expanding the building <br />shell. <br /> <br />13 <br />
