" ~ Re: Ordinance Amendment Dear Mr. Falk: I just learned of the proposed ordinance concerning noise from snow removal, deliveries, and trash <'(, removal activities. I CMn an office building in Roseville as we Was an interest in an apartment building also in Roseville. I am also a proponent of commercial industrial development for the greater St. Paul area. I believe the proposed ordinance and the process that has been used to date sends a very negative message to your busJness community as well as to businesses that may be considering Roseville. I understand this Issue has not been discussed at all with your business community. That should be the first step in any effort to deal with a real or perceived problem. I will accept that you are trying to deal with a sincere issue. Deliveries and snow removal areoftsn done in the hours your retaHcenters and office buildings are closed to avoid major traffic issues. I understand now you waht to curtail that, in effect micro managing the businesses. I believe there are less Invasive ways to deal with the issue. The issue struck me as similar to the "f1ag"lssue your community received so much adverse publicity on_ If the issue goes forth, the noise ordinance should also apply to city activitie~, particularly snow removal should not occur at night either in residential areas. I think if you look at the issue from that etendpoint, you, together with your bu~iness community and residents, could reach a better solutIon than what is on the table. ~ Very truly yours, lJ)~ William J.
