I own an office building In Rosevllle as well-as an interest in an apartment building . also in Roseville. I am also a proponent of commercial industrial development for the greater Sl Paul area. I believe the proposed ordinance and the process that has been used to date sends a very negative message to your business community as well as to buslneS$9S that may be considering Roseville. I understand this Issue has not been discussed at all with your business community. That should be the first step in any effort to deal with a real or perceived problem. I will accept that you are trying to deal with a sincere Issue. Denvenes and snow removal are .often done In the hours your retail.centers and office buildings are closed to avoid major traffic Issues. I understand now you want to curtail that, in effect micro managing the businesses. I believe there are less Invasive ways to deal with the issue. The issue struck me as sirriilarto the "flag". Issue your community received so much adverse publicity on. If the Issue goes forth, the noise ordinance shpuld also apply to city activities, particularly snow removal should not occur at night either in residential areas. I think if you look at the Issue from fnat standpoint, you. together with your business community and residents, could reach a better solution then whet Is on the table.
