'. <br /> <br />w\~~ <br />~ \'T'"V <br /> <br />1455 Rose Place <br />St. Paul, MN 55113 <br />Nov.6, 1996 <br /> <br />MikeFalk <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />Dear Mike: <br /> <br /> <br />This note is a follow up to our conversation of the week of October 21. <br /> <br />We in the Rose Place neighborhood are still concerned that neither Mr, Albrecht nor Mr. Wicklund <br />has acted to replace the downed evergreens in that 15 foot visual barrier of trees which was <br />mandated when the properties facing County Road C were developed in the mid IgJQ's. It has <br />always been my understanding that the City intended to enforce this, although it has asked twice <br />for the neighborhood's patience as other issues have been resolved. Specifically, we were asked <br />to wait until the A+ mediation went through, and, of course, lately we waited while the Master <br />Landscape Buffer Plan issue could be attended to. <br /> <br />It appears we are losing yet another growing season. We have been asking for the City's help on <br />enforcement of this matter since 1988. The careful examination you and your staff did of the area <br />as you prepared the Master Buffer Plan showed you, I am sure, how that strip is deteriorating, and <br />how dependent proximate homes are on that strip for screening, and how important it is to the <br />market values of the homes. <br /> <br />A second issue you mentioned waS that the City was checking what the pre-existing use of the <br />MIOC property was for unscreened storage. It is my understanding, based on conversations with <br />Ed Wadnal, whose residence here precedes the industrial development, that the earlier owner-- <br />although he stored a minor amount of construction materials compared to AlbrechtlWicklund' s <br />designs-had to have that storage screened from view by opaque fencing. Both Ed and I have <br />photos of that original wood fencing. <br /> <br />Per our conversation, and given the photos you've seen of what visibility we have of the MIDC lot <br />now that all the leaves are down, we hope you can find a way to get Albrecht & Co. to put <br />replacement trees in that 15 foot zone. <br /> <br />Again. I was astonished that Mr. Wicklund withdrew his conditional use request. As we have <br />said many times, we did not feel either request was incompatible, if residential concerns were <br />addressed. We had gone through the process at great length and in good faith, and still are <br />dismayed that it fell apart without warning. It would be my hope that the City could still find some <br />way to resolve both sets of needs. <br /> <br />At one point, you requested copies of my photos.
