Compatibility with the city's comprehensive plan. <br /> <br />By complying with the specific buffer design, building and parking design, and landscape <br />standards, staff is of the opinion that this application can meet the criteria for issuance of a <br />conditional use permit. <br /> <br />Engineerine Considerations <br /> <br />It is required that the flow rate for the developed conditions not exceed the flow rate for the <br />existing conditions. The applicant will need to meet this condition. <br /> <br />Plannine Commission Action: <br /> <br />1. The Planning Commission, at the July 10, 1996 meeting, unanimously recommended <br />approval of a Resolution for a conditional use permit with conditions as per the staff <br />report, and adding the following: "V-Haul" parking shall mean commercial rental vehicle <br />parking with vehicles weighing under 26,000 lbs. gross vehicle weight and 26 feet or less <br />in box size, and add to # 13 that the 40 ft. buffer shall be bermed adjacent to the north <br />property line, and add condition #20 which shall state that the applicant shall comply <br />with the sign ordinance regarding the "V-Haul" operation, and add #21, the applicant <br />shall apply for a grading permit when constructing the 3 ft. or higher berm. <br /> <br />At the Planning Commission meeting, Mr. Wicklund indicated that he had not had enough time <br />to review the prototype screening recommended in the buffer zone study and may not be ready to <br />respond to it by the July 22, 1996 public hearing before the City Council. The options Mr. <br />Wicklund have include: <br /> <br />a. Participate in the scheduled public hearing on his request for a conditional use <br />permit to operate a V-Haul Truck and Trailer rental business and a variance to the <br />zoning code for outside storage. <br />b. Request that the public hearing be continued to a later date (this application <br />should be in writing and the Council should also extend the review period by 60 <br />days). <br />c. Withdraw his application for a conditional use permit and variance at 1450 W. <br />County Road C (if Mr. Wicklund chooses to withdraw, this should be done <br />formally in writing as well. In addition, the V-Haul rental equipment, currently on <br />the site, would have to be removed and code enforcement staff would need to <br />enforce zoning standards relative to outside storage). <br /> <br />Staff has discussed these options with Mr. Wicklund.
