<br /> <br />1455 Rose Place <br />St. Paul, MN 55113 <br />Sept. 6, 1996 <br /> <br />Mike Falk <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />Dear Mike: <br /> <br />Now that the landscape buffer plan has passed, and now that Mr. Wicklund seems to <br />have withdrawn his conditional use permit request, at least for the present, it still <br />leaves the neighborhood wanting to see the evergreens replaced in that 15 foot tree <br />zone which was mandated in 1976, as that industrial strip developed. <br /> <br />As we have discussed, the neighborhood has been requesting the City to get the <br />industrial property owners to replace the missing trees since 1988. In response to <br />past requests (probably in Mr. Jopke's or Mr. Waldron's or Mr. Sarkozy's archives) the <br />City has deferred enforcement, saying at one point that they wanted to solve the A+ <br />Industry problem when that was the most pressing issue facing us. At another point, <br />the City said that the whole area should have a plan. <br /> <br />We would like to see the City enforce the maintenance of the 15 foot heavily vegetated <br />zone by mandating that the current property owner plant replacement trees for those <br />which have died from disease or windstorms or being run over by trucks over the past <br />several years. We have lost many growing seasons waiting and requesting that this <br />prescribed area be replanted. We hope the City can leverage some action before we <br />lose this growing season. The careful examination you and your staff did of the area <br />as you prepared the Master Buffer Plan showed you, I am sure, how that strip is <br />deteriorating, and how dependent proximate homes are on that strip for screening. <br /> <br />Thank you for your attention to this request. <br /> <br /> <br />~'~ <br /> <br />Molly Redmond <br /> <br />
