<br />Access to the site would be off County Road C with no direct access onto any residential street. <br />The site plan indicates 7 customer parking spaces, and 13 V-Haul spaces. The City Code <br />requires 4 spaces plus 1 space per 800 s.f. of floor space (5 spaces) , plus 1 space for each 2,500 <br />s.f. of outdoor storage (11 spaces). In this case, this would require 20 parking spaces, plus <br />parking for the V-Haul equipment. new and realigned parking must be screened with fencing or <br />landscaping to create an all seasons, eighty percent (80%) opaque screen to 5 feet in height. No <br />landscaping, (and no overstory trees) within the parking lot is shown, where 5% of the total is <br />required. All building and parking setbacks can be met with this site plan. No security or <br />customer parking lighting plan has been submitted. <br /> <br />Section 1005.01, Paragraph A3, states that where a commercial rear yard adjoins a residential <br />district, a screen wall of not less than 4 feet and not greater than 6 feet shall be installed and <br />maintained by the owner of the business parcel to effectively inhibit eye level vision between <br />residential and business areas. Although the plans do not show this screen wall, it is possible to <br />construct such a screen fence, set back 15 feet from the south property line. <br /> <br />The site plan does not show the location for any new signage. This will be reviewed at the time <br />of a sign permit application. In total, the signage cannot exceed 10% of the building elevations <br />facing the street. <br /> <br />The landscape plan emphasizes infill perimeter landscaping along the south property line, with a <br />great deal of the south side site being left open for green seeded turf space (40'x 180' or 7,200 <br />s.f.). The landscape plan does not comply with city design standards including requirements for <br />perimeter planting of over story trees. At the front elevations there are no overstory trees. <br />The landscape plan does illustrate shrubbery and hedge material in front (north) of the parking <br />area. The plan also indicates that this is not on the applicant's property. An easement or other <br />type of permission will be necessary to accomplish this planting. <br /> <br />In addition to the design standards relating specifically to parking and landscaping, Chapter <br />1013.01 of the city zoning code lists 6 criteria to be reviewed when considering an application <br />for a conditional use permit. These criteria include: <br /> <br />1. Impact on traffic.(Minimal) <br />2. Impact on parks, streets, and other public utilities. (Minimal) <br />3. Compatibility of the site plan, internal traffic circulation, landscaping, and <br />structures with contiguous properties. (Impacts on south properties) <br />4. Impact of use on the market value of contiguous properties. (Impacts on south <br />properties) <br />5. Impact on the general public health, safety, and welfare. (Impacts on south <br />properties) <br />6.
