Scott Wicklund, representing MIDC Enterprises, is proposing 1) to establish aU-Haul <br />Truck and Trailer rental operation, and 2) to expand a pre-existing non-conforming <br />exterior storage land use at his site located at 1450 County Road C. The applicant has <br />met with the abutting residential neighbors to the south and attempted to solve their <br />concerns regarding noise, landscaping and screening <br /> <br />2. The site is 1.02 acre in size. The site is currently occupied by the 3,800 sf MIDC building <br />and the accessory storage area. The site is designated for "I" (Industrial Uses) in the City's <br />Comprehensive Land Use Guide Plan and is zoned 1-1 (Light Industrial Uses). The <br />Comprehensive Plan also states that the area between Snelling and Hamline, along the <br />south side of County Road C should be part of a master plan study wherein "a number of <br />uses are possible as long as they provide effective buffers to the single family areas to the <br />south"(p.I5-Landuse). This buffer should extend ttom Snelling Curve on the west to the <br />Kath Building and Business Condos on the east. The planning staff has been working with <br />the city landscape architect to design a landscape screen/buffer master plan for this entire <br />area. <br /> <br />3. The property under consideration with this application is zoned 1-1 light Industrial. In this <br />district, vehicle rental activities are permitted as conditional use permits and are subject to <br />the conditions in Section 1007.02Dl2 in the City Code. The outdoor storage for pipe and <br />landscape materials that MIDC is proposing is normally not permitted in an "I-I" zone as <br />per Section 1007. 02B but has been a continuing, pre-existing use since the mid 1960's and <br />should only be expanded or improved as part of the conditions attached to the site plan <br />approval of the conditional use permit. <br /> <br />4. MIDC is proposing to reconfigure the site plan but keep approximately the same amount <br />(13,000 s.f.) of impervious paved surface. Within the parking lots, no concrete curbs are <br />proposed as required by the city design standards, Section 1010.05. Unless additional <br /> <br />1 <br />
