Mr. Mike Fall<
March 4, 1996
Page 3

northwest driveway. Parking stalls are shown in front of the trash site. Since most trash pickup
is during late hours, this should not create a problem.

Parking is spread over the east and west ends of the site. The west end with 11 spaces will probably
be heavily used. The east end will primarily be for employees or for meeting code purposes. It is
unlikely that motorists will park at the far east end of the site and walk to the west end of the site
to reach the building.

In summary, the site should generate very little additional traffic over what is already inplace. The
circulation on-site is somewhat congested, but adequate. With the normal flow of traffic traveling
from south to north, the islands and pump areas should function adequately. There will be cut-
through traffic on the east side of the site. Consideration could be given to closing the northeast
driveway. The southwest driveway, although needing a permit from Ramsey County, should not
create problems if it is widened to a standard 32 feet.

We have more detail calculations of driveway volumes, etc. and can construct to tabular form if
needed. If you have any questions regarding our comments or suggestions, please feel free to call
me at 490-2045.

Respectfully submitted,
Short Elliott Hendrickson Inc.

~,~

Glen Van Wormer, P.E.
Manager, Transportation Department

tlo
