....

REQUEST FOR PLANNING COMMISSION ACTION

DATE: 09/13/00
ITEM NO:

Department Approval: Manager Approved: Agenda Section:
Consent Agenda
Item Description: Ramsey County: Annual Report, Interim Use Permit to Operate HHW
Collection Site (Kent Street/Larpenteur Avenue)

1i[f~
16
1,619
101

1.0 BACKGROUND

1.1 In June of 1996 the City Council granted Ramsey County Department of Public Health
an interim use permit to operate a seasonal household hazardous waste (llliW) collection
site in Roseville. The site is located on County-owned property east of Kent Street and
just north of Larpenteur A venue and has been operating under a City interim use permit
since 1992.

1.2 As a condition of the June 1996 approval of the five-year interim use permit, the City
Council required the County to submit an annual report to the Planning Commission and
Council detailing activities on the site.

1.3 Under the interim use permit, the County is allowed to operate the collection facility for
an eight-week period oftime during each ofthe seasons of spring (April 1 through May
31), summer (June 1 through August 31), and fall (September I through October 31). The
current permit expires in May of 200 I.

2.0 STAFF COMMENTS

2.1 The combined annual report for 1999 and 2000 from the County is attached. The report
indicates during 1999 the Roseville HHW site was open a total of 16 days: four Fridays
and four Saturdays in May, and, four Fridays and four Saturdays in September. With a
new Bay West site in St. Paul, the Roseville site operating period was reduced to eight
days (four Fridays and four Saturdays) in May of 2000. Following is a table indicating
site usage for 19998 - 2000:

Site Use - Roseville HHW Collection Site: 1998 - 2000

1&18
16
1,795
112

j
8
682
85

Although the marked usage reduction in 2000 is generally attributed to the new Bay West
site in St. Paul, Ramsey County is currently reviewing their promotional activities to
determine how to best encourage more residents to use the Roseville HHW program.

PF2820 - IUP _Renewal_082100 Page I of2
