<br /> <br />REQUEST FOR CITY COUNCIL ACTION <br />DATE: 03/10/98 <br />ITEM NO: c- 5 <br />pp.roved: Agenda Section: <br />~ CONSENT <br />Ramsey County Depa ment of Public Health Interim Use Permit - <br />Annual Report for Seasonal Household Hazardous Waste Collection <br />at Ramsey County Public Works Site (PF2820). <br /> <br /> <br />1.0 BACKGROUND <br /> <br />1.1 The Ramsey County Department of Public Health (Division of Environmental <br />Health) was granted an interim use permit in 1992 to allow the operation of a <br />seasonal collection site for household hazardous waste at the Ramsey County <br />Public Works site near the intersection of Larpenteur Avenue and Kent Street. This <br />interim use permit was extended for a five-year period in May 1996. <br /> <br />1.2 As a condition of approval in 1996, the City Council required the Ramsey County <br />Department of Health to submit an annual report on the operation of the seasonal <br />collection site. This report is to be submitted to both the City Council and the <br />Planning Commission for review and comment. A cover letter from Joe Wozniak, <br />Environmental Health Specialist, and the 1997 Annual Report for this collection site <br />are attached for your review and comment. A second letter outlining the final <br />schedule for collection activities in 1998 is also attached. <br /> <br />1.3 Site hours and usage have remained relatively constant since the collection site <br />opened in 1992. In 1997, the site was open for a total of 16 days (September and <br />October) and was used by 1794 people. In comparison, the site was open for a <br />total of 16 days and used by 2041 people in 1996. The decrease in users may be <br />explained by the opening of a second year-round site at the Ramsey County <br />Recycling Center in August 1997. In 1998, the site will be open for eight days in <br />May and eight days in September. It is hoped that the new schedule will better <br />coincide with household projects that produce household hazardous waste and will <br />attract more first-time users. <br /> <br />1.4 The Planning Commission received this report at its February 11, 1998, meeting. <br /> <br />1.5 The City has not received any complaints regarding the operation of this facility. <br /> <br />2.0 SUGGESTED CITY COUNCIL ACTION <br /> <br />2.1 By motion, receive and file the 1997 Annual Report for the Ramsey County <br />Household Hazardous Waster (HHW) Collection Site in Roseville. <br /> <br />Attachments: cover letter from Joe Wozniak, Ramsey County Environmental Health Specialist (dated <br />02/02/98); 1997 Annual Report for the Ramsey County Household Hazardous Waste Collection Site in <br />Roseville; letter from Joe Wozniak regarding the final schedule for HHW collection in 1998 (dated 02119/98). <br />Prepared by: Kim L.
