<br />1997 ANNUAL REPORT <br />for the RAMSEY COUNTY HOUSEHOLD HAZARDOUS WASTE (HHW) COLLECTION SITE <br />at KENT STREET (NEAR LARPENTEUR AVE.) IN ROSEVILLE <br /> <br />The Roseville HHW collection site provides convenient access to those <br />residents of Roseville and surrounding communities who seek to properly <br />manage their unusable or unwanted hazardous household products. This <br />report provides a descriptive response to conditions of the current <br />interim use permit, which expires in May of 2001. <br /> <br />per.mit condition #1: The interim use per.mit be extended for five <br />years, with Ramsey County reporting annually to the Planning Commission <br />and City Council. <br /> <br />Site DescriDtion. The seasonal HHW site in Roseville is located on <br />County-owned property east of Kent Street and just north of <br />Larpenteur Avenue, and has operated under a City interim use permit <br />since 1992. The site consists of a reinforced concrete slab <br />surrounded by an asphalt apron. The slab is sealed with an epoxy <br />coating and designed for spill containment. Security gates are <br />located near the site entrance and exit along Kent St. An earthen <br />berm borders the site to the south and east. <br /> <br />Ooerations. Dynex Industries, Inc. operates the site pursuant to a <br />contractual agreement with Ramsey County, the Roseville permit, and <br />an operations manual written by the Minnesota Pollution Control <br />Agency. Dynex staff are trained to respond to spills and other <br />emergencies, and must notify the Saint Paul - Ramsey County <br />Department of Public Health, Environmental Health Section, in the <br />event of any site emergency or unscheduled closure. <br /> <br />Participants are instructed to position vehicles over the concrete <br />slab so as to allow safe and easy removal of waste by Dynex <br />technicians. Waste containers are placed directly into plastic <br />tubs, and then into drums or other containers inside Dynex's waste <br />hauling vehicle. Gasoline and similar solvents are poured into a <br />55-gallon drum on site. Latex paint that appears to be usable is <br />displayed on a table, and participants are encouraged to take the <br />paint free of charge. At the end of each operating day, all waste <br />is hauled to Dynex's facility in Mounds View for further processing. <br /> <br />SDills. To help ensure safe site operations, staff from the <br />Environmental Health Section conducted weekly site inspections <br />during the 1997 operating period. These inspections include <br />assessments of waste handling practices, materials and procedures <br />for spill control and cleanup, and review of the site safety plan. <br />The presence of trained and experienced staff and use of numerous <br />safety precautions (e.g., using plastic tubs as secondary <br />containment), have resulted in safe and efficient handling of <br />hazardous material on site. The inspections indicate that Dynex <br />continues to operate the site in a safe and satisfactory manner. <br /> <br />Page 1 of 3 <br /> <br /> <br /> <br />
