<br />LAKE OWASSO NO-WAKE JOINT <br />POWERS AND 150 FOOT NO WAKE ZONE <br /> <br />After adopting a new Comprehensive Plan (1994) and a new <br />shoreline ordinance (1995), an ordinance (fall, 1995) was proposed <br />to make the no-wake zone on Roseville lakes consistent with the <br />1994 City of Shoreview 150 foot no-wake ordinance. <br /> <br />It appeared that there was both a 300 foot and 150 foot no-wake <br />setback on Lake Owasso. <br /> <br />The 300 foot no-wake setback used in Roseville is no longer allowed <br />by the MnDNR, yet it was "grandfathered" - a more restrictive law <br />in existence compared to the most recent state no-wake regulations. <br /> <br />The State now allows for a zero no-wake, a 100 foot no-wake, or a <br />150 foot no-wake setback zone on the surface of the water. <br /> <br />Changing the Roseville regulation (300 feet) would mean that the <br />city would have to comply with the less restrictive state regulations <br />(150 feet or less). <br /> <br />The Council requested staff to assist in a neighborhood discussion of <br />the no-wake inconsistencies on Lake Owasso between the Cities of <br />Shoreview and Roseville. <br /> <br />Complicating the issue was the incorrect rumor that a second <br />slalom course was being prepared for Lake Owasso. That <br />neighborhood meeting was held on March 7, 1996. <br /> <br />I <br />
