<br />ISSUES: <br /> <br />1) In all cases, provide more opportunity for public comment <br />regarding lake uses and permits that have previously been <br />considered administrative matters. <br /> <br />2) Approve Annual Lake Owasso Slalom Permit. <br /> <br />3) Work with the City of Shoreview City Council to adopt a <br />revised joint powers agreement, making the setbacks consistent, <br />regulating the number and location of slalom courses, providing for <br />enforcement by the Sheriffs Water Patrol, swimming raft locations, <br />speed zones, sign age, hours of use, and annual environmental <br />quality monitoring and reporting by the Grass Lake Water <br />Management organization. <br /> <br />4) Retain the 300 foot no-wake setback for now, but request the <br />City Attorney to suggest language that is more contemporary. <br /> <br />5) Take no further action to change the city requirements, leaving <br />the current setbacks and language in place until the two cities <br />(through a joint committee) develop consensus. Request City <br />Attorney and Ramsey Sheriffs Water Patrol to work on <br />enforcement issues with the joint committee. <br /> <br />4 <br />
