Regulation of boating traffic on Lake Owasso is necessary in order to protect the health, lafety and welfare of the residents of Shoreview and Roseville who reside on properties surrounding Lake Owasso and of those peopl~ who use Lake Owasso for recreational purposes. By means of this Joint Powers Agreement adopted pursuant to M.S.A. 471.59, 361.26, 378~32 and 459.20, and in compliance with 6 HCAR 1.0222, Shoreview and Roseville will establish guide- lines applicable to the adoption of ordinances by each City restricting the speed of watercraft on lake Owasso. Ill. TERMS AND CONDIDTlONS. In consideration of the mutual undertakings herein expressed, Shoreview and Roseville agree as follows: Each City Ihall adopt an ordinance which incorporates the following guidelines: 1. Watercraft Ipeed on Lake Owasso shall not exceed forty miles per hour (40 mph). 2. Watercraft .peed limitl .hall apply 24 hours per day for each day of the year. 3. The ordinance .hall be effective upon adoption by the City Council and publication in the CitY'1 official "ewlpaper. 4. The ordinance Iha11 remain effective until repealed. I.
